The Parksville-Qualicum Community Foundation (PQCF) is proud to announce a significant milestone in its 26-year history — the appointment of Charlene Smith as the Foundation’s first Executive Director.
Charlene joined PQCF on August 5, 2025, bringing with her more than a decade of experience in nonprofit leadership, fundraising, granting, and community development across Vancouver Island. A Certified Fundraising Executive (CFRE), she has raised over $25 million for local causes and is known for her ability to connect strategy, systems, and storytelling to create lasting community impact.
“After more than 25 years of volunteer-led growth and a period that saw our endowment nearly double in size, the Board felt the time was right to bring in professional leadership,” said Rob Duncan, PQCF Board Chair. “Charlene brings both the expertise and the heart to guide the Foundation into its next chapter.”
In her first few months, Charlene has focused on strengthening PQCF’s internal systems, implementing new operational tools, supporting the establishment of new donor funds, and deepening relationships with local organizations and fundholders. She has also worked closely with the Board on advancing governance community engagement initiatives — all designed to position PQCF for continued growth and sustainability.
“I’m honoured to serve as PQCF’s first Executive Director,” said Charlene. “This Foundation has been built on generosity, trust, and the belief that our region thrives when we invest in one another. My goal is to strengthen that legacy by expanding our reach, engaging new donors, and ensuring PQCF continues to be a trusted and responsive partner in the Oceanside region.”
Looking ahead, Charlene will lead efforts to enhance PQCF’s visibility, grow its impact fund portfolio, and collaborate with community leaders, municipalities, and nonprofits to align local philanthropy with emerging community priorities.
As PQCF enters this exciting new era, the Foundation invites residents, businesses, and organizations to join in shaping the future of giving in the Oceanside region.
